Portland council approves consent items, appointments and festival contract amendment

Portland’s City Council completed routine business and approved several items on the consent calendar before moving to substantive ordinance debate.
The council approved the minutes of the Jan. 5, 2026 meeting by unanimous hand vote after a motion moved by Councilor Sykes and seconded by Councilor Ali. The mayor and council also approved Proclamation 17 25 26 recognizing February 2026 as Black History Month and Proclamation 18 25 26 commending MaineHealth Maine Medical Center for large-scale vaccination efforts; the proclamation text noted that MaineHealth administered more than 6,300 vaccine doses and delivered nearly 1,000 vaccines in Portland schools.
Order 1162526 (appointing constables for the police department for 2026, sponsored by City Manager Danielle West) was read and approved without additional comment. The council took up and approved consent-calendar items including municipal officers approvals for liquor/entertainment licenses and a firearm-transfer approval; these consent items passed unanimously.
Councilor Anna Bullock introduced an amendment to the Back Cove Music and Arts Festival contract (Order 1 20 25 26) to delay the festival’s move to Payson Park until 2027 and extend the agreement for three years; the council approved the change unanimously.
On emergency-management business, the council accepted a motion to postpone adoption of the city’s emergency operations plan (Order 1222526) until Feb. 2 so it can be reviewed alongside a companion item; the postponement passed unanimously.
The council concluded the meeting by reading several first-reading items (including an agreement with the Maine Department of Transportation on Route 9/22 improvements) and adjourning for the night.
