The committee examined an application from the Portland Housing & Economic Development Department for a Microenterprise Grant & Training Program. Members agreed the idea has potential to spur small-business activity but said the application did not provide robust evidence of past program outcomes, selection criteria or how success would be measured.
Natalie, Kristen and others said they were "left wanting" data showing how past awards performed and whether the city 's ARPA-funded efforts produced measurable results. Kristen moved to ask the applicant for more information on the impact of prior ARPA-funded activity and for the program's selection criteria and eligibility rules; Sean seconded the motion and the committee approved it by voice vote. Staff said they would request those materials and return them to the committee for consideration prior to final scoring.
Members also discussed whether grant recipients are the intended beneficiaries (versus small businesses that may qualify for loans) and suggested staff and applicants clarify whether the program targets entrepreneurs who lack access to other financing.
