Allocation committee lays out review process, flags scoring points including sustainability and letters of support

At its first meeting, the CDBG Allocation Committee and staff reviewed the committee's scoring process and how members should handle clarifying questions to applicants. Staff member Rowan told members the intent of follow-up questions is "for clarification purposes" and cautioned against giving applicants a chance to "redo" application answers; the priority is to keep scoring consistent between applications.

Members raised several recurring concerns about scoring: Teal warned that discussion can influence individual scores but encouraged members to "stick with" their independent assessments because staff aggregates scores later. Several members said the environmental sustainability category is difficult to score for some projects that do not have a clear sustainability component, and that letters of support carry substantial weight (one member recalled letters being worth "15 or 20 points total"). Kristen asked whether dated or organizational letters should be scored differently; staff replied the committee should evaluate relevance and quality on a case-by-case basis.

Staff and members agreed that while applicants can be asked for narrowly tailored clarifications, the committee should avoid giving applicants a second full opportunity to revise answers. The committee scheduled application-by-application discussions to allow members to explain scoring choices and to highlight where clarifications might be needed.
