Council approves opioid-settlement spending for syringe redemption, day space and recovery services

Portland's City Council voted to appropriate opioid settlement funds to support a range of treatment and harm-reduction programs, following public testimony and a unanimous committee recommendation.
Ben Strick, a licensed clinical social worker and vice president of outpatient and community services at Spurlink Services, urged approval and described plans to expand syringe redemption, create a day space, bolster housing supports and community paramedicine, and implement contingency management for stimulant use disorder — an evidence-based approach he called essential.
"This is an incredible opportunity to invest in programs that save lives, reduce harm, and build a healthier Portland," Strick said during public comment. The Health and Human Services/Public Safety Committee had unanimously recommended the order.
The council moved and seconded the item and approved it by roll call. Staff said the spending plan reflected an extensive community-engagement process and would focus on evidence-based interventions tailored to Portland's needs. The order will move to implementation through the departmental and contracting processes described in the backup materials.
