Senate Bill 6,205, introduced by Senator John Braun, would bar an officer or an officer's family member from directly or indirectly receiving financial benefits connected to grant distributions under three programs administered by Commerce and the Washington State Housing Finance Commission: the community reinvestment account, the affordable housing program, and the covenant homeownership program.
"We're trying to... address what some credible reporting we saw last summer about what could be characterized as misuse of some of these funds," Braun said, arguing the measure is intended as a bipartisan, good‑government response to concerns about potential conflicts and duplicate benefits.
Committee staff summarized the bill’s four central changes: conflict‑of‑interest prohibitions; updates to the community reinvestment account to require Commerce to distribute grants in collaboration with by‑and‑for community organizations and to prioritize need; expansion of priority rules for the affordable housing program to include organizations substantially governed by disproportionately impacted people; and a biannual evaluation requirement with eligibility and success‑metric reporting to the Legislature. A fiscal note was requested but not yet available.
Multiple public witnesses urged stronger oversight and additional investigative resources, describing audits and instances they characterized as self‑dealing or duplicate awards. Proponents urged passage to prevent conflicts and restore public trust; no formal committee vote on SB 6,205 occurred at this meeting.
