An unidentified county official (S1) said the right-of-way was recorded on the original town plat to run through the park from 1st West toward 2nd West and that the town has already transferred ownership of that right-of-way to the county to allow parcel creation for the clinic. "That's already happened," S1 said, describing the transfer and the purpose of the hearing as a chance for public comment.
An unidentified staff speaker (S2) explained the county’s fiscal rationale for the chosen transfer path, saying the issue "has to do with mineral lease funds and our ability to, maintain our PILT, which is paid through mineral lease." S2 said the arrangement discussed in the hearing (referred to by the speaker as the "MBA") is intended to avoid reductions in PILT payments if county projects use mineral lease funds; the term was not defined in the hearing.
A Tri County representative (S3) said, "we support the clinic," and said Tri County looks forward to partnering and "having a space there." S3 asked about the project timeline and was told by S1 that plans are under review by the building inspector and that bid documents will be issued once revisions are complete.
S4 stated the bid opening will be April 22 and S1 said the county expects to award the contract shortly thereafter. S1 said the county hopes a contractor can mobilize quickly and that the project could break ground in May, with a planned groundbreaking ceremony and press release to follow.
S1 described the building as "gonna be, you know, 18,000 square foot" and said it would include the clinic plus office spaces, a conference room, exercise/physical-therapy space, dance rooms and space for future dental, optometry and pharmacy services. No formal motion or vote occurred at the hearing; the item was limited to public comment and informational updates.
With no additional public comment, S1 closed the hearing by acclamation at 09:33. The procurement timeline provided at the hearing — plans under inspection, a bid opening on April 22, and an anticipated May groundbreaking — are the next procedural steps described by county staff.
