Council approves Mount Lewis community-plan amendment and rezone with owner-occupancy condition

The Ogden City Council on Oct. 21 approved a community-plan amendment and rezoning to allow a for-sale townhome product at 1514 North Washington Boulevard.
Planning Manager Barton Brierley said the applicant, Cooperstown Partners, requested rezoning from R2 to R2S to allow single-family row houses and townhome ownership with smaller lot sizes. The planning commission recommended approval and proposed a conditional overlay and a development agreement guaranteeing 10 years of owner-occupancy for the townhomes.
Rick Skadden, representing Cooperstown Partners, described the project as consistent with surrounding townhome and multifamily development and said the proposal had been in process for six years. Council members praised the 10-year owner-occupancy condition as a tool to advance homeownership in the area.
Council Member Myers moved to adopt Ordinance 2025-30 (community-plan amendment) and Ordinance 2025-31 (rezoning to R2S with conditional overlay); both motions passed on roll-call votes. The ordinances authorize staff to proceed with regulatory review and require that future subdivision and building permits comply with the conditional overlay and any development agreement terms.
The city indicated staff will work with the applicant on permitting details and interlocal utility/road agreements where the parcel abuts North Ogden; council discussion noted the project is a concept at this stage and will be subject to full application review.
