Commission grants second extension for Snake River West Division 1 final plat amid infrastructure work

The Idaho Falls Planning and Zoning Commission on Dec. 9 unanimously approved a second extension for the final plat of Snake River West Division 1, a project that staff said dates to 2022 and is delayed by remaining technical infrastructure issues.
City planning staff told commissioners the subdivision has been before the commission previously, has worked with IFRA and remains incomplete because of road and canal work, a bridge, and property boundary complications. “They’re just working through their last technical difficulties,” staff said, and recommended a straightforward extension to allow the developer to finish required improvements.
Commissioners discussed whether prior conditions — including road improvements and a bridge on Whitewater — are incorporated in the extension or should be reiterated in the motion. Staff said those items are being addressed with IFRA and that commissioners can add conditions requiring completion of street improvements if they so direct.
Commissioners expressed support for allowing the applicant more time, noting that much of the nearby infrastructure is finished and that persistence by the developer is preferable to abandoning the project. One commissioner asked about an unusually large (20-foot) public utility easement on the replat; staff explained the 20-foot width accommodates multiple utilities and existing manholes.
A motion to approve the extension was moved and seconded and passed by unanimous voice vote. The extension preserves the developer’s ability to complete infrastructure work and record the final plat once outstanding items are resolved with IFRA and city engineering review.
