The Idaho Falls Planning and Zoning Commission unanimously approved a request Dec. 9 to rezone a parcel in the Taylor Crossing area from Highway Commercial (HC) to Central Commercial (CC), a change staff said is consistent with the city’s comprehensive plan and would permit housing above retail.
Lauren Walker, the applicant, told the commission she envisions a boutique, live-work retail experience near the waterfall roundabout and Culver’s that would serve new apartments and hotels coming online nearby. “We’re really kind of excited about this particular piece…we hope that this will meet those standards,” Walker said, describing architect-led plans that aim to avoid a strip-mall appearance and to provide pedestrian amenities.
City planning staff summarized the CC zone’s characteristics, saying the future land use map designates the area as a mixed-use center and corridor and that the requested rezoning would allow a range of housing types and pedestrian-oriented development. Staff recommended city council approval of the rezone.
Commissioners asked practical questions about access, unit counts and building height. The applicant said there would be access from Pan Cary Drive and two access points off Utah, and confirmed the site plan anticipates 16 units total, with an expectation that approximately 12–14 units would include residential space above retail. Commissioners noted a preference for walkability and praised the location’s potential to support street-level activity adjacent to the waterfall feature.
Commissioner Mary Scales moved to accept the rezoning from HC to CC and the motion passed by voice vote unanimously. With the rezone approved, the applicant may proceed with site-plan and design reviews required by the city before construction permits are issued.
The commission did not take any public comments on the item during the hearing. The item will now be acted on at the city council level where staff recommended approval.
