Utah State Board of Education presents renewed strategic plan focused on learning, educators and oversight

Members of the Utah State Board of Education presented their renewed strategic plan to the Public Education Appropriations Subcommittee, outlining a vision to "open doors of opportunity for all Utah children" and three primary priorities: elevate student learning, promote educator quality and optimize oversight and accountability.

Chair Matt Heimas described the plan as the product of nearly two years of work and framed the priorities as practical, actionable areas: establishing rigorous academic standards and assessments that inform instruction; streamlining educator licensing and professional development to attract and retain effective teachers; and clarifying expectations and strengthening internal controls and monitoring of entities under the board's supervision. Heimas emphasized that the board sees itself as part of a broader system that includes local education agencies and parents and said the board avoided duplicating LEA roles.

Legislators asked clarifying questions. Representative Pucci asked that the slide with the three priorities be displayed so members could reference it when evaluating whether proposed bills align with the board's vision. Representative McPherson urged reciprocal engagement, encouraging legislators to attend state board meetings; Senator Johnson suggested pushing strategic priorities down to local districts in a manner similar to prior higher-education efforts.

Chair Heimas and the board welcomed continued collaboration and offered to return for follow-up conversations during the session.
