Committee clears bill to let cities and counties use Geneva Steel slag for road base

SALT LAKE CITY — The Senate Transportation Committee voted unanimously to recommend Senate Bill 146, which would broaden the approved uses of industrial byproduct (slag) left from the former Geneva Steel site so cities and counties may use it for road base and other capped applications.
Sen. Grover introduced the bill and said it is a narrow change to allow additional local governments to use an industrial byproduct already approved for limited state uses. Rob Jolly, a lobbyist for Flagship Homes, the current owner of the Geneva Steel site, told the committee the bill "expands its use to cities and counties" and that any use would still require approval by the director (DEQ oversight remains). He said he expects a substitute on the Senate floor addressing details worked out with the Department of Environmental Quality.
There was no public opposition in the committee. Sen. Winterton moved and the committee favorably recommended SB146 to the Senate floor; the chair ruled the passage unanimous. The sponsor said the floor substitute will reflect technical amendments agreed with DEQ.
Next steps: SB146 will be scheduled for consideration on the Senate floor.
