The Preston City Council approved the final plat for Saddles Crossing Phase 3, subject to conditions the council required before the plat can be signed.
Staff presentation described the project as a 4-acre Residential A2 subdivision creating nine lots that meet the A2 minimum lot size (10,000 square feet). The developer will convey a 0.4-acre parcel to the city as the required open-space dedication, and 11 shares of consolidated irrigation water are to be transferred to the homeowners association as part of the development. Staff noted a monument (survey marker) lacked proper perpetuation filing and said that filing must be completed before the city signs the plat.
Council sought and received clarification on zoning, whether lots could support up to a three-plex under A2, how open space would be conveyed (separate warranty deed), HOA status (formed in earlier phases), and water adequacy. Staff recommended approval contingent on completion of survey-marker paperwork and execution of a development agreement that would be reviewed and approved by legal counsel.
A motion to approve the final plat with those contingencies passed by a 3–1 vote.
