House committee advances recodification of Utah construction trades licensing

Representative Thomas Peterson, sponsor of HB 40, told the House Business, Labor & Commerce Committee that the bill rewrites Utahcontracting licensing provisions to make them easier to use without making substantive changes to existing law. "This bill is not any substantive or technical changes to our current statute. It only clarifies and reformats it in a manner that makes sense," Peterson said.
Joey Gilbert, president and CEO of the Associated General Contractors, told the committee the AGC has "no opposition to this bill and and support it as is." Taz Biesinger of the Utah Home Builders Association likewise told the committee the association had reviewed the language and did not see "substantive changes that are alarming to us."
Representative Melissa Ballard moved that the committee give HB 40 a favorable recommendation. The committee voted in favor and the motion passed unanimously. The favorable recommendation sends the recodification forward for consideration by the full House.
Why this matters: recodifications typically aim to reduce ambiguity and administrative friction for contractors, licensing authorities and consumers by consolidating and clarifying scattered provisions. Committee members asked whether trade associations had reviewed the bill; the sponsor and supporters said they had not heard substantive objections.
Next steps: HB 40 will proceed from committee with a favorable recommendation to the House floor for further consideration.
