Preston planning staff reports on code updates and several preliminary plats headed to commission

Sean, the city planning staff member, briefed the council on upcoming Planning & Zoning Commission work, including proposed code changes that would strengthen language around required water provisions, clarify the definition of "engineer" in the code and update roadway specifications (SEG 1174-1182).

Sean reported that the Enclave East preliminary plat has been approved by staff and that construction drawings and the final plat are in for review and will go to the Planning & Zoning Commission this week (SEG 1186-1191). He said Denton Acres last appeared at a meeting and is now preparing construction drawings; a special-use permit for a townhome section is expected before the final submittal (SEG 1193-1199). Silver Sage Townhomes submitted revised preliminary plat drawings; city engineers are still reviewing those materials (SEG 1200-1206).

Sean also reported work on implementing cloud-based permitting and training for staff and stakeholders (SEG 1207-1212). Councilmembers asked clarifying questions about zoning and building-permit items on the P&Z agenda and were told several items have already passed internal reviews and will now come to P&Z for public hearing or additional action (SEG 1239-1251).

Why it matters: The code changes and preliminary plats shape future growth patterns, road and utilities design and the sequence in which new development will be permitted. The P&Z review process will include public hearings before any rezones or final plats return to council.
