Committee forwards SB 195 to improve workforce Pell tracking and apprenticeship governance

The committee voted to favorably recommend Senate Bill 195, a bill aimed at preparing Utah to comply with federal changes to Pell grant eligibility and to strengthen apprenticeship coordination. The sponsor said federal changes created a "workforce Pell" category for programs under 600 hours and require collection of completion and placement wage data for program eligibility.
The bill would create systems to collect the required data, establish interstate data agreements to track graduates who work out of state, and set up a statewide Youth Apprenticeship Governance Council to coordinate youth apprenticeship programs across public education, higher education, workforce services and business. The sponsor said the council is intended to improve efficiency and expand participation.
Committee members asked whether high school students participating in these programs would be Pell-eligible; the sponsor said he did not have a definitive answer during the hearing and that many current tech-college programs taken in high school are free. After public testimony was invited and none registered, the committee moved and the motion to recommend SB 195 carried by voice vote.
The bill will proceed to the Senate floor for further consideration.
