Council adopts ordinance to allow religious use at shopping-center property near Allen Heights

At a public hearing on Jan. 13 the council considered an application to amend Planned Development No. 5 to allow a religious facility at a property on the northwest corner of Allen Heights and McDermott (near Main Street). Senior planner Matt summarized the request: the change is a use amendment only; the applicant does not propose any increase in building square footage.
Matt explained the parking calculation under the Allen Land Development Code for a religious facility: one parking space per three fixed seats plus one space per 300 square feet for education space. The applicant’s preliminary floor plan showed 42 seats and just under 300 square feet of education area, which required 15 parking spaces; the site provides 16 spaces, giving a one-space surplus. Matt also described the Technical Review Committee process for any future engineering or access-related changes.
The public hearing record included two citizens (John Alexander and Molly George) who filed cards in support but did not speak. After council questions and a motion to approve, the council adopted Ordinance No. 4202-1-26.
The ordinance permits religious facilities as an allowed use at the specified lot under existing development standards; any future physical changes would require technical review and permits.
