The City of Allen Planning & Zoning Commission unanimously recommended approval of a Planned Development (PD) to regulate a proposed light‑commercial (LC) project in the Mustang Creek area west of Allen Heights Drive and Main Street.
Staff said the applicant will keep a Light Commercial base zoning but seeks PD adoption and a concept site plan because driveway spacing along Main Street — classified as an M60 arterial — does not meet ALDC minimum spacing of 310 feet. The ALDC permits the city engineer to reduce spacing by up to 35 percent, but staff said even that reduction would not meet code for the proposed driveway configuration. Under the PD, staff proposed allowing driveway spacing as low as 90 feet to match the submitted concept plan; staff said the PD otherwise mirrors LC development standards and is in Technical Review Committee (TRC) review.
One letter of support was entered into the record; no speakers opposed in person. Commissioners sought clarification on measurements and whether an adjacent drive functions primarily as a fire lane and easement; staff confirmed the 94‑foot measurement and said the ordinance language used 90 feet to provide margin. Staff emphasized that TRC and site‑plan review would finalize engineering details.
A commissioner moved to recommend the ordinance establishing the PD, including development regulations, a zoning exhibit and a concept plan for the approximately 2.424‑acre property in the Peter Fisher survey (abstract 324); another commissioner seconded and the motion carried unanimously. The recommendation will proceed to City Council on Jan. 27 for final action.
Next steps: TRC/site‑plan review will continue and City Council will consider the PD ordinance. If approved, engineering conditions and access details will be enforced through the city’s site‑plan process.
