Staff presenter Kim Yockey said the parcel is designated as “local commercial” in the 2045 Allen Comprehensive Plan and that straight zoning to Local Retail (LR) would limit permitted uses compared with broader commercial districts. Yockey noted key dimensional differences: LR lists a minimum rear‑yard setback of 25 feet compared with 50 feet for light commercial, and LR sets a maximum building height of 35 feet versus 45 feet for light commercial.
