Colorado House approves procedural resolutions, recognizes National Blood Donor Month and confirms audit committee appointment

The Colorado House of Representatives on 2026-01-20 approved a series of procedural measures, recognized National Blood Donor Month and confirmed Assistant Majority Leader Bacon to the Legislative Audit Committee before adjourning into recess.

Representative Smith opened remarks noting recent meetings with Southern Ute and Ute Mountain Ute leaders and described a memorandum of understanding that provides six scholarships a year to the University of Colorado; he then moved to approve the House journal for Friday, 01/16/2026 "as corrected by the chief clerk." The motion to approve the journal was adopted by voice vote.

The chamber next took up House Joint Resolution 1001, introduced by Representative Hamrick and sponsored in the Senate by Senator Rodriguez, concerning officers and employees for the second regular session. Representative Hamrick moved for adoption; the recorded machine vote was reported as 62 yes, 0 no, and 3 excused and the resolution was adopted. The resolution text cited background material noting that "a blood transfusion occurs in the United States every two seconds" and urged eligible donors and organizations to support local drives, including with Vitalant and other blood centers. Majority Leader Duran moved adoption; members from both sides of the aisle encouraged participation. The resolution was adopted by recorded vote (reported 64 yes, 0 no, 1 excused).

Later in the session Majority Leader Duran moved to confirm Assistant Majority Leader Bacon to the Legislative Audit Committee. Pursuant to section 2-3-101, Colorado Revised Statutes, the appointment required a recorded vote; the machine vote was reported as 64 yes, 0 no, and 1 excused and the confirmation was adopted.

The majority leader also moved to lay over the balance of the calendar until Wednesday, 01/21/2026; with no objection the request was granted. Members made several announcements about committee logistics for forthcoming Smart Act presentations (including testimony from the state auditor's office, the Department of Law, Department of Public Safety and CDOT) and recognized visiting students and lawmakers' birthdays. The House then stood in recess until later in the day.
