The Allen Planning and Zoning Commission voted unanimously July 15 to recommend that the City Council approve a special-use permit for a medical clinic at 1836 East Bethany Drive, the property commonly known as Total Care ER.
City planning staff member Ms. Yockey told commissioners the property sits in Planned Development 70 with a base zoning of local retail and is a roughly 6,700-square-foot commercial building. She said staff compared the proposed medical clinic use — characterized as more like an urgent care that accepts walk-ins as well as appointments — to permitted medical-office uses and concluded the site meets applicable standards. "Staff does recommend approval," Ms. Yockey said.
Ms. Yockey also told the commission the site provides 29 on-site parking spaces, which she said complies with the vehicle-parking requirements of the ALDC, the city's land development code. She said staff did not identify a need for additional conditions beyond compliance with the ALDC and other applicable requirements.
Jacob Green of Green Road Construction, representing the applicant, told the commission he believes the property operated as an emergency facility from about 2014 to 2018 and that an SEP had been associated with the site. "They did — they were in use from 2014 to '18, I think," Green said. He provided his business address for the record.
The chair opened the public hearing for the item; no members of the public signed up to speak, and the hearing was closed. A commissioner moved to recommend approval of the special-use permit as presented by staff; Commissioner Stoker made the motion and Commissioner Kathery seconded. The motion carried unanimously; individual vote tallies were not recorded in the transcript. The commission noted the item will advance to the City Council on Aug. 26, 2025.
The commission took no other action on unrelated matters and adjourned the meeting.
