The Bulverde City Council postponed action on an interlocal agreement to provide school resource officers (SROs) to Comal Independent School District so the city attorney could add required statutory language and clarify payment and term provisions.
Staff presented the updated numbers and said the hourly rate under the proposed agreement would be $52.57/hour through the fall and then $50.06/hour beginning Jan. 1 (the reported numbers were called out during the discussion). Councilmembers and legal counsel identified missing contract language required under the Interlocal Cooperation Act and Texas Education Code (including payment-allocation methodology and statutory clauses), and counsel advised adding the required wording before execution. "Unless I'm missing it, but I don't see it," the attorney said when reviewing the payment procedures and statutory citations.
Council moved to postpone the item to Aug. 19 to allow for legal revisions and to ensure the contract included the correct dates, statutory references and payment language required for interlocal agreements. The motion passed.
Next steps: city legal staff will edit the agreement to add the statutory terms and payment-allocation language, confirm dates and send the revised document to Comal ISD for review and signature prior to the next council meeting.
