Bulverde council postpones investment-policy adoption to September, requests workshop on financial reporting

The Bulverde City Council voted to postpone adoption of a proposed investment policy and asked staff to include investment interest income in future reports and to schedule a broader workshop on financial reporting.

A council member raised questions about timing and substance, noting the policy contains typographical errors and that council needed more time to evaluate how the policy would interact with routine financial reporting. "I found a lot of typos. I had a lot of questions substantively about it," one councilmember said, arguing the adoption should be part of a larger conversation on reporting and budget alignment.

City staff said placing the item now returned the city to its annual schedule and explained the delay last year had pushed the calendar off track. Staff also indicated editorial corrections could be made but that council oversight of portfolio reporting is appropriate.

After discussion, the council voted to postpone the investment-policy item to the Sept. 4 meeting and to include the matter in a planned financial-reporting workshop. The postponement was presented as procedural and meant to allow time for substantive review and alignment with the FY26 budget calendar.

Next steps: staff will add interest-income detail to the outgoing reports, schedule the requested workshop before the Sept. 4 meeting, and bring a revised policy back for council consideration.
