Council updates meeting schedule, adopts code-of-ethics rewrite and authorizes bank RFP

Bulverde — Council members approved a set of administrative changes, including an ordinance that designates a second regular monthly meeting and a rewrite of the city’s code of ethics, and authorized staff to solicit proposals for banking depository services.

Meeting schedule: Staff proposed making the second and fourth Tuesday of each month regular meeting dates to provide predictability for planning and zoning and other agenda items. Council members discussed holiday conflicts for October–December and quorum concerns; the council adopted an ordinance setting the second and fourth Tuesdays as regular meetings and agreed to select alternate dates for October, November and December as needed.

Code of ethics: Council considered and adopted a rewritten code-of-ethics ordinance (cited in the package as section 120-03-05-13), which council staff said updates applicability and definitions to conform with the Home Rule Charter. A council member moved to adopt the ordinance as presented and the motion passed.

Bank depository solicitation: The council authorized the city manager to seek applications from banks, credit unions, or savings associations for depository services because the current agreement has expired; the council also authorized the city manager to execute interim documents to extend the existing agreement with First United Bank until the RFP process is complete.

All items were approved on motions recorded in the meeting and will be implemented by the city manager and appropriate departments.
