The Valverde City Council approved a special-use permit on Sept. 23 to allow a 547-square-foot family guest house at 30563 Deerfield Terrace.
City staff told the council the R-2 zoning ordinance was amended previously to allow guest houses in the district but explicitly prohibits their use as rental properties. Staff noted the proposed guest house is substantially smaller than the ordinance maximum of 998 square feet and that no neighboring property objections were on file.
Council members questioned whether wording in the agenda packet might be misread to allow rentals and sought confirmation from staff that the ordinance and permit conditions prohibit rental activity. Staff reiterated that driveway locations, retention/erosion-control plans and other site-work items will be addressed as part of the building-permit review process and that the applicant must comply with those requirements before construction.
A councilor moved to approve the special-use permit; the motion was seconded, public comment was opened and none was received, and the council voted in favor with no opposition. Following approval, an audience member identified as Mister Chavez thanked the council and said septic work and foundation preparations are underway.
