Bulverde police report: 1,036 calls in September, 18 crashes including one fatality on Highway 46

Bulverde police presented their September 2025 monthly report on Oct. 14, saying the department responded to 1,036 calls for service, made 12 arrests and investigated 18 crashes; one of those crashes was fatal and occurred on Highway 46.

Police described a staffing shortfall of four officers as a partial explanation for changing call patterns and noted one pursuit-caused vehicle damage incident that required significant repair. A department representative explained that the "blue form" is used for minor, self-reported crashes (no injuries) and that those forms reduce the administrative burden of a full state crash report.

During questions, council members asked about truck enforcement on local roads and about the cost spikes for vehicle repairs after crashes. Police said they are conducting targeted enforcement where traffic violations occur but that no through-truck ordinance applies in certain residential areas. Officials also said the department is overwhelmed by a wave of open-records requests tied to an ongoing municipal-court case and outlined the need to certify previously-fulfilled requests to deny duplicate requests made in bad faith.

Separately, public-works staff confirmed that the city has been identified as the responsible party for a local lift station and that the city is coordinating with the PEC and the county on next steps for that facility.

Council did not take formal action on policing matters at this meeting; staff offered to follow up if council requested further detail on enforcement or staffing.
