Staff presented the request as a targeted, one‑time expenditure to fund a full policy review; councilmembers asked which department would be the primary beneficiary and whether the review would be limited to a particular code section. Staff clarified the allocation is for the police‑department policy review and said work will follow the city code and standard procurement rules.
