Senate introduces first five bills of 2026 session, including housing and battery stewardship measures

At opening on Jan. 13 the Colorado Senate introduced five bills: SB 001 on county housing appropriation authority and a middle‑income housing tax credit, SB 002 on an electricity service allotment for income‑qualified customers, SB 003 to expand battery stewardship to EV batteries, SB 004 on who may petition for extreme risk protection orders, and SB 005 on state court remedies for alleged federal constitutional violations during immigration enforcement.
During the organizational portion of the Jan. 13 session the Senate clerk read titles and sponsors for the first five bills to be introduced this session.
Senate Bill 001 (sponsors: Senator Roberts; Representatives Basnicker and Richardson) concerns housing: it would authorize a board of county commissioners to appropriate money to support specified types of housing and make a middle‑income housing tax credit available for transferors who do not hold an interest in a qualified development. The bill was referred to the Local Government and Housing Committee.
Senate Bill 002 (sponsors: Senators Kipp, Exum; Representative Wilford) concerns energy affordability and would establish a first‑of‑its‑kind allotment of residential electricity service program to provide income‑qualified utility customers a minimum level of electricity service at a marginal cost rate; the bill was referred to the Transportation and Energy Committee.
Senate Bill 003 (sponsors: Senators Wallace and Cutter; Representative Brown) would expand the scope of the Battery Stewardship Act to cover end‑of‑life management of electric vehicle batteries and was referred to Transportation and Energy.
Senate Bill 004 (sponsors: Senator Sullivan; Representative Furlough) concerns who may petition a court for an extreme risk protection order and was assigned to State, Veterans & Military Affairs.
Senate Bill 005 (sponsors: Senators Weisman and Gonzales; Representatives Mabry and Zakai) concerns state court remedies for alleged federal constitutional violations occurring during immigration enforcement and was referred to Judiciary.
The clerk indicated more bills would be introduced later in the day.
