Senate elects secretary, adopts joint resolutions and publishes committee rosters on opening day
Summary
On Jan. 13 the Colorado Senate elected Esther Vanmoreck as secretary, unanimously adopted two joint resolutions to convene joint sessions with the House and tribal councils, and approved lengthy committee appointment letters detailing chairs and membership.
The Colorado Senate used opening-day procedure on Jan. 13, 2026, to elect its secretary, adopt joint resolutions to organize upcoming joint sessions, and accept committee appointment letters that set committee chairs and rosters for the second regular session.
Majority Leader Rodriguez moved to elect Esther Vanmoreck as Secretary of the Senate; members approved the motion and Vanmoreck was administered the oath of office (motion moved SEG 224-226; oath administered SEG 233-259). The motion was adopted by the chamber.
The Senate then read and adopted Senate Joint Resolution 002 (moved by Rodriguez) to appoint a committee to receive a message from the governor and Senate Joint Resolution 003 (moved by Rodriguez) to appoint a committee to receive tribal representatives; both resolutions carried on recorded voice votes of 35 ayes, 0 no, 0 absent, 0 excused (SEG 426-461). Senate Resolution 002 (concerning appointment of officers and employees for the session) was also adopted with the same recorded result (SEG 476-487).
Clerks read committee appointment letters that named chairs and membership for key Senate committees, including Agriculture & Natural Resources; Appropriations; Business, Labor & Technology; Education; Finance; Health & Human Services; Judiciary; Local Government & Housing; Veterans & Military Affairs; and Transportation & Energy (SEG 494-553). The letters specified majority/minority ratios and listed individual appointees and chairs.
Procedural motions later recessed the Senate to hear leadership remarks and to reconvene at 1:30 p.m.
The actions taken were procedural and organizational; no substantive policy votes were recorded on bills during this portion of the session.
