City staff updated the City Council on a year-long pilot study of new water-treatment technology and discussed next steps for an expandable water-treatment plant.
Michael Mann said the pilot tested ozone disinfection and biologically active filter media alongside existing treatment processes and that the technology can better address disinfection-byproduct (DBP) concerns and taste/odor events tied to algae and geosmin. Mann described the concept as an expandable second plant that would operate alongside the existing 1978 facility to provide additional peak capacity: the new plant would increase production/send capacity so the system could support higher peak-day demand (Mann said the plant would enable sending ~5,000,000 gallons per day during pumping/dispatch from storage and expand production toward ~3,000,000 gallons per day as needed).
Mann gave a planning-level cost range of about $18 million to $24 million for the initial plant (not including later expansion) and said funding sources under consideration include impact fees and revenue bonds; staff will explore low-interest loan opportunities and grant programs. Council members asked about case studies, operational experience of biologically active filters and project phasing; staff said the consultant selected the pilot based on qualifications and that more detailed design and funding analysis will follow.
