Council awards Plant Street parking-lot renovation contract; low bid over budget, city authorizes contingency

The City Council on Nov. 18 approved Resolution 2025-R87 to award the Plant Street parking-lot improvements contract to ML Contracting Inc. and authorized the City Manager to execute the contract for an amount not to exceed $539,826.65.
Jeff Carroll presented the project background and said the concept and design work began in 2023 as part of an urban-corridor enhancement initiative; the project includes full pavement replacement, native low-maintenance landscaping, dark-sky–compliant lighting and improved entrances. Bids were opened Oct. 16; Carroll said the low bid was $497,515.50 and the city requested a 10% contingency to cover unforeseen conditions. The project budget in FY25 was $400,000; Carroll said staff will look for CIP funds or return for a budget adjustment if needed.
Council members discussed the gap between budget and bids and the value of meeting design and appearance standards; a motion to award the contract and authorize execution passed 5–0.
