Boerne council accepts year-end financial report; staff points to surplus and bond issuance

City finance staff presented the city’s fourth-quarter financial and investment report (fiscal year ending Sept. 30, 2025) to the City Council on Nov. 18 and the council voted to receive and approve the report.
Sarah Buckalew told council the quarter-to-date portfolio return was 4.24% and the year-to-date return 4.43%; she said stronger-than-budget interest earnings and temporary cash holdings contributed to outperformance. Buckalew noted the city issued $4,000,000 in bonds during the year and that adopted policy will sweep surplus revenue to capital, estimating roughly $5,000,000 to be transferred to infrastructure funding.
On utilities, Buckalew reported water revenues were 8% higher than budget (with a 4% increase in consumption and 354 new meters), wastewater revenues were about 7% over budget, and electric revenue and sales-tax performance also exceeded projections. Buckalew cautioned that all numbers were preliminary and unaudited pending the financial-statement audit to be completed in the coming months.
Council discussed interest-rate outlook, liquidity management and revenue drivers and then voted 5–0 to receive and approve the report.
