The City Council received the FY2026 Patrick Heath Public Library Master Plan on Nov. 18 after a presentation from Natalie Schultz.
Schultz outlined the planning process, including retaining Fast Forward Libraries in March, community surveys (280 responses) and focus groups with community leaders and stakeholders. Key findings: 87.5% of respondents said they were satisfied or very satisfied with the library, and 47% of survey respondents were retired. Strategic directions in the plan emphasize (1) connecting the community to core library services through outreach and responsive programming, (2) updating library spaces for comfort and accessibility, and (3) investing in staff professional development.
Proposed actions include expanding mobile and senior outreach with a new bookmobile, improving access via a potential kiosk at Fire Station 2, adding ecommerce options for fines and fees, and pursuing grants (Schultz cited Mellon Foundation support for a new circulation desk and an upstairs information desk funded under the grant). Council members thanked staff for the report, asked about prioritization and fiscal feasibility, and moved to receive the plan. Motion passed (recorded as approved/received 5–0).
