Boerne approves 2026 GBRA commitment at 2,165 acre-feet; staff says city must pay constant-flow allotment

The Boerne City Council on Nov. 18 approved Resolution 2025-R84, increasing the city’s annual water commitment from the Guadalupe-Blanco River Authority (GBRA) to 2,165 acre-feet for calendar year 2026.
Presenting the item, Michael Mann explained the contract with GBRA requires the city to pay for its committed annual volume and that GBRA delivers water on a constant-flow basis: “So our contract with GBRA, we are required to pay for whatever our annual commitment is,” Mann said, noting the structure limits the city’s ability to vary daily flow or to ratchet down its commitment in later years.
Mann told council the chosen increase is modest relative to prior years’ changes and reflects the city’s base-flow needs and peaking strategy; he said maintaining the commitment near 60% of the GBRA allocation helps keep the city insulated from some curtailment stages. Council members asked about water recycling and other sources; Mann said reclaimed water, groundwater and lake supplies are part of the overall peaking strategy.
Council voted to adopt the resolution by a recorded voice vote (motion carried 5–0). The resolution names the city’s annual commitment level for 2026; staff will incorporate the change in water-supply planning and budgeting.
