Nick Montenegro, a city staff presenter, told the Boerne City Council on Dec. 9 that the city will move to same‑day trash and recycling service under its Waste Management (WM) contract and reviewed the contract's rate history and outreach plan.
Montenegro said the council approved a new WM contract in December 2024 that raised the WM base charge from $15.73 to $19.79 in January 2025. He said a subsequent, planned increment — described in the presentation as a proposed increase from $19.79 to $20.79 tied to deployment of a new truck to enable same‑day service — did not take effect because the asset's delivery slipped later in the year. Montenegro said the city decided not to apply an interim increase and instead will implement the service change in the first full week of January 2026 so rate payers do not face back‑to‑back adjustments.
“The original increase was from $15.73 to $19.79 in January ’25,” Montenegro said, adding that the later truck‑related step was delayed and the city elected not to impose a short‑term increase. He also noted the all‑in charge after administrative fees (including brush‑pickup and a 5% franchise fee) showed up in the presentation as $24.96.
Montenegro described several service upgrades that accompany the contract: replacement of 64‑gallon recycling carts with 96‑gallon carts where applicable, weekly pickup for both trash and recycling, monthly bulky‑item pickup, unlimited household hazardous waste collection at the curb, a 10% senior discount and continued disabled door‑to‑truck service. He said Trails at Herd Ranch will keep a slightly different schedule and that residents will receive a mailing with placement instructions for carts (about three feet apart and three feet from obstructions) to ensure mechanical pickup.
To notify residents, Montenegro said the city will use its online newsletter and social media, mass text notifications, subdivision‑specific mailers and signage on medians and subdivision entrances. He said staff hosted an HOA meeting for Trails at Herd Ranch and planned mass notifications during the week of Jan. 5 to allow for holiday travel.
Asked about outreach and customer issues, council members praised staff's engagement with homeowners associations and Waste Management's liaison. Montenegro closed by urging residents to watch the city’s communications and to place carts with the required spacing to avoid missed pickups.
The presentation was informational; no council vote was required on the service rollout at the Dec. 9 meeting. The council later moved into executive session and adjourned at 6:57 p.m.
