The Planning and Zoning Commission on Jan. 14 recommended approval of a two‑part land‑use change for nearly 25 acres north of West University Drive that would change the future‑land‑use designation to regional mixed use and rezone the property from R2 to Suburban Corridor (SC).
Senior planner Mia Hines said the comprehensive‑plan amendment (CA25‑5) would change the site from agriculture and low residential to regional mixed use to accommodate anticipated commercial and mixed‑use development along the US‑380 corridor. Staff evaluated the proposal against approval criteria and recommended both the plan amendment and the rezoning because the requests align with nearby development trends and prior entitlements in the Hickory Grove area.
Applicant Thomas Fletcher said he mailed notices to property owners in the 200‑ and 500‑foot notification distances and "hasn't gotten any responses" to date. Fletcher described prior utility and traffic studies prepared for the larger master plan; he said required traffic‑impact analysis work and any perimeter road improvements would be addressed as part of future development and that turn lanes and other mitigation are already considered in earlier TIAs.
Staff noted the Suburban Corridor district allows more intensive commercial and mixed uses and a taller maximum building height (55 feet) than the existing R2 zoning (40 feet). The proposal includes commitments to buffering adjacent neighborhoods and to apply design and landscape standards appropriate for corridor development.
Commissioner Ketcher moved approval of both items; after brief discussion about corridor change and city control over land use, the commission voted 5–1 to recommend the comprehensive‑plan amendment and the rezoning to City Council.
