Board approves architectural contract and up to $140,000 in ancillary services for Elementary East design

Miss Stein presented options for the Elementary East project after an initial design-build estimate exceeded the district’s self-funded budget. Staff reissued the feasibility drawings to builders scaled for smaller projects and reported receiving bids under the budget. Design Collaborative was identified as the recommended architect to produce a design set, but Stein asked the board to allow civil-engineering work to be procured separately (to avoid an architect management fee) and requested authority to approve ancillary services and additional hours not to exceed $140,000 total.
Stein said the total project budget for Elementary East is $3,000,000 and that some town funds (Huntersville) may assist with site items such as tennis courts; she noted the site has conditional zoning that may require rezoning or additional planning review and that civil-engineering time could be higher than projected. The requested $140,000 cap would give staff flexibility to obtain full design documents and support through the zoning process.
A motion to approve the architectural contract and ancillary services not to exceed $140,000 was moved, seconded and approved by the board. The motion authorizes staff to proceed with the design phase and then solicit builders once plans are complete.
Board members emphasized keeping the project within covenants and under budget; staff will proceed to finalize design documents and engage the civil engineer directly as needed.
