Senate adopts two House concurrent resolutions, names members to joint assembly and recesses

Clerk of the House announced that the House had adopted House Concurrent Resolution 1, “extending an invitation to his excellency, the governor, to deliver an address to the legislature and raising a joint assembly therefore.” After the announcement, Senator from Lewis requested unanimous consent to return to the third order of business and to dispense with committee reference so the resolution could be considered at once. “Requesting and am I consent that the committee reference be dispensed with and the resolution be taken up for immediate consideration and put put upon its adoption,” the senator said. The Presiding Officer asked if there was objection; when none was offered, the Senate adopted the resolution by voice vote.
Following adoption of HCR 1, the chair announced Senate appointments to the joint assembly: the senator from Taylor, the senator from Lewis, and the senator from Marion were appointed to represent the Senate at the joint gathering with the House and the governor.
The clerk then announced House Concurrent Resolution 2, described as amending rule 31 of the joint rules of the Senate and House of Delegates. Senator from Lewis again moved to waive committee reference and have the resolution taken up immediately. After no objection, the Senate adopted HCR 2 by voice vote.
Before adjourning to the joint assembly, Senator from Lewis moved that the Senate stand in recess until five minutes following the joint assembly. The motion carried by voice vote and the Presiding Officer recessed the Senate.
There were no recorded roll-call tallies in the transcript; all approvals were taken by voice vote and the record notes only that the ayes appeared to have it.
