Senate committee reports refer multiple bills to Finance; senators introduce a block of bills

Committee chairs reported several bills favorably but recommended double-reference referral to the Finance Committee; Senator from Lewis introduced Senate Bills 549–572 by unanimous consent.
On Jan. 20 the West Virginia Senate received reports from standing committees that recommended several bills "do pass" but, because of original double committee references, be first referred to the Committee on Finance.
Health and Human Resources Chair Brian Helton reported that Senate Bill 228 (relating to the use of technology in child abuse and neglect investigations) and Senate Bill 446 (including certain mental health disorders and existing public health programs) do pass but should be referred to Finance under the original double committee reference. Education Chair Amy N. Grady reported a committee substitute for Senate Bill 428 (creating three separate job titles for school bus operators) do pass, likewise to be referred to Finance. Health and Human Resources again reported Senate Bill 436 (relating to a statewide prevention plan) favorably with referral to Finance.
Later in the session Senator from Lewis asked unanimous consent to introduce Senate Bills 549 through 572, have them read by title, and refer them to the appropriate committees via the Chamber Automation System; there was no objection and the bills were introduced and referred.
Context and next steps: Referral to Finance means the bills will be scheduled for committee consideration there before any further floor action. Committee substitutes indicate changes adopted in committee; the clerk noted each listed bill was "advanced" when read on first reading where applicable.
