Copperton approves Copperton Park master plan; council defers cemetery scope

Council approved the Copperton portion of a district-wide parks master plan at its Jan. 21 meeting, moving ahead with design and community outreach while deferring a separate cemetery plan.

Dan, an MSD staff presenter, outlined the scope for an MSD parks master plan covering Magna, Copperton and White City and said the MSD secured a $50,000 grant to offset consultant costs. Landmark Design was selected through an RFP process to prepare community-level concepts, asset inventories and a 10- to 20-year capital and operations analysis. The overall MSD project budget for all three communities is roughly $120,000, with Copperton’s share broken out in the materials provided. Dan said the project was scoped as an approximately 11-month process with public outreach and at least three in-person community meetings planned.

Council members asked for a separate, more detailed breakout related to Bingham Cemetery; staff said the cemetery scope could be included but councilors chose to approve the park portion only and to leave the cemetery work for later review. The council authorized using unrestricted fund balance for Copperton’s portion and assigned Kathleen Bailey to help lead local park coordination. Staff also reported the town is pursuing a property transfer from Salt Lake County related to the park and hopes to finalize agreement language that removes a clause requiring reversion of the park to the county if the town changes its use.

Councilors asked staff to return with more detailed cost breakouts and a final contract before starting cemetery-specific work.
