KERRVILLE, Texas — The Kerr County Commissioners Court approved requests to use Flat Rock Park for community events and accepted financial reports and incentive payments for the Hill Country Youth Event Center managed under contract.
Flat Rock Park permits: The court unanimously approved a Gary Sinise Foundation request to use Flat Rock Park for setup on April 17 and a benefit concert on April 18, following a presentation by George Mackhorst, adjutant at Kerrville Memorial Post 208, who described logistics and partner commitments including in‑kind support and cleanup. Commissioners also approved use of the park as overflow trailer parking for the Texas Elite Showcase (Feb. 11–15) after staff described contingency plans to protect park turf if inclement weather occurs.
Event center audit, incentive and annual report: The county accepted the FY24–25 audited financial statements for the event center operating segment and approved a corporate qualitative incentive payment to the facility operator (recommended $12,500 of a possible $15,000). The event center manager reported that despite the flood disruptions earlier in the year the facility produced a surplus, launched a Pepsi partnership and recorded changed accounting processes; Placer cell‑data presented that 12.8% of event visitors came directly from hotels. The court accepted the annual report unanimously.
Other routine approvals: The court approved a request from the Kerrville Masonic Lodge (No. 697) to use courthouse grounds for its May 2 car show and accepted small donations to animal control and veterans services as presented.
Next steps: County staff will coordinate event logistics, security and park protections; the event center will proceed with planned improvements funded from its operating surplus as directed by commissioners.
