County public works gives timeline for 2025 road program; contractor pacing and emergency repairs outlined

Public-works staff provided two presentations on the county's 2025 road program. Brian Falconberry listed the county roads included in the 2025 contract—Clarus Court, Cloud Road, East Creek Road, Discovery Road, Hamilton Road, Huntington Drive and Rocky Creek Road—with patching starting immediately and paving through the summer; county-completion dates were given as Nov. 30, 2026. He also described an emergency change order for Langley Road where a rusted 48-inch corrugated metal pipe was replaced with reinforced concrete, restoring a previously collapsed, single-lane section.
Richard Turner, representing the AMT contract, said the annual funding program covered nine roads (six state, three local). He reported about 55–56% complete, five roads finished, and King Asphalt expected back Feb. 23 to work on Enix, Nelson, Sycamore and Lincolnville; the contract completion date is May 31, with a contractor plan to finish by March 22 pending weather.
Council members asked about which roads fell in particular districts (McCree Drive, Hosea Strong Road, and Looking Glass in District 5) and whether contractors had worked in Chester before. Staff confirmed work was financed through one-time and recurring funds as appropriate.
Next steps: staff will continue contractor scheduling and return with updates; a requested assessment of Cobblestone Road (off Route 72) will be performed to determine jurisdiction and needed repairs.
