DPW construction update: township repairs stormwater pipe, notes encumbrances for new building

At the Feb. 2 meeting the administration updated the council on the new Department of Public Works building project and related capital activity.
Administrator DeCarlo reported the township funded an auxiliary account (initially $150,000) and that several expenditures were encumbered for the new DPW building. Third-party inspections were contracted to NV5 Inc.; Montana Construction was hired (purchase order shown at $24,780) to video a stormwater pipe running along the northern property boundary and to perform a lining repair on a structurally unsound section discovered during the review. The administration said choosing the Montana repair approach avoided a roughly $11,000 increase that a formal change order would have incurred.
DeCarlo told the council the contract contingency and encumbrances leave about $33,000 outside the building encumbered funds and that Montana’s work would occur the week after the meeting. Council members asked whether the pipe problem should have been identified earlier; administration said professionals attempted to account for site conditions but unexpected issues can arise during construction.
The administrator also noted the fire-siren pole had to be moved and that scheduling and progress have been slowed by recent snow events. Construction meetings are held every other Tuesday, and administration said the project team will continue to monitor costs and return to council if additional authorizations are needed.
Next steps: Montana Construction to begin repair work; administration to continue biweekly construction meetings and update council on budget impacts or required change orders.
