Senate adopts rules change to add Emergency Management and Privacy/Digital Technology committees

The California State Senate adopted Senate Resolution 74 to amend its standing rules by establishing two new committees: an Emergency Management Committee and a Privacy, Digital Technologies and Consumer Protection Committee.
Senator David Ashby introduced SR 74, saying the Emergency Management Committee will examine the California Emergency Services Act, the Office of Emergency Services, statewide and local disaster and emergency responses (including wildfire response, earthquake mitigation, mutual aid and emergency communications). He said the Privacy, Digital Technologies and Consumer Protection Committee will focus on data privacy, artificial intelligence, digital information technologies and consumer security of personal information. "SR 74 establishes 2 different committees which will ensure these issue areas are more thoroughly examined by the Senate and therefore the public," Ashby said, asking for an aye vote.
The Secretary called the roll; the resolution passed on the floor with an announced tally of 'Aye 39, No 0' and was adopted.
The new committees will be part of the Senate's internal committee structure; the floor action amended standing rules and did not, on its face, appropriate new funding or assign staffing in the floor action recorded during this session.
