Rules committee approves mass motion recommending dozens of measures; rules attorney flags legal considerations for prayer-in-schools bill

The Arizona House Rules Committee unanimously recommended a large group of measures as "constitutional and in proper form" on a mass motion, recording an 8–0 roll-call vote.

An unidentified member moved to recommend more than 40 House bills and two concurrent memorials and a concurrent resolution; the motion listed bill numbers across multiple series. The committee recorded ayes from members present and the motion passed without recorded debate on the individual measures.

Rules Attorney Fleming asked the committee to note one comment about House Bill 2110, a measure affecting prayer in school board meetings. Fleming summarized that while the U.S. Supreme Court has generally permitted legislative prayer at the start of certain government meetings, the specific question of prayer in school board meetings has produced differing conclusions in lower federal circuits. He said the circuits have reached inconsistent results, with some treating school boards more like legislative bodies and others applying a classroom-like standard that is less permissive. Fleming said the bill’s sponsor is working with the rules office on a floor amendment intended to address those legal tensions and that the office is drafting language to soften potential issues for future court review.

The committee recorded an 8–0 vote recommending the measures in the mass motion are constitutional and in proper form. The meeting adjourned following the vote.
