Committee advances SB1143 requiring schools to submit CRDC data and ADE to post annual safety report

The committee advanced SB1143, a bill that would require each public school and local education agency to submit to the Arizona Department of Education (ADE) the most recent information reported to the U.S. Department of Education's Civil Rights Data Collection (CRDC), include a compliance statement on the school report card, and require ADE to post an annual school safety report by Dec. 15.
Sponsor staff said the bill would require ADE to compile and publish data including the number of school safety incidents, referrals to law enforcement and school-climate data reported to the CRDC. Stella Blanc of the Arizona Education Association testified that the bill is largely redundant because ADE already collects and publishes related information and cautioned that a parallel reporting mandate could duplicate work and increase administrative burdens on schools. Blanc also noted federal collection timelines and raised questions about whether new state reporting would improve transparency.
Vice Chair moved SB1143 with a due-pass recommendation. Committee members offered brief explanations of their votes; by roll call the committee recorded 4 ayes and 3 nays and advanced SB1143 with a due-pass recommendation.
