JLBC approves 4.8% increase to school facilities cost index, retroactive to Dec. 10, 2025

Gordon Robertson of JLBC staff told the committee the JLBC is required annually to adjust the school facilities division cost-per-square-foot factors and recommended a 4.8% increase for fiscal 2027 based on local Phoenix construction-index data the JLBC has used for the last 12 years. Robertson said that adopting the change as recommended would produce no fiscal impact in fiscal 2027, about $5.9 million in fiscal 2028 and about $7.6 million in fiscal 2029, and that the committee should make the change retroactive to Dec. 10, 2025 to encompass the school facility oversight board’s FY27 capital plan.
Members asked about past values and Robertson explained that during 2013–2015 there was no increase because construction costs had not been rising following the Great Recession. After brief member discussion, the vice chair moved—and the committee approved—a favorable review that the staff clarified was an approval rather than only a review.
