North Memorial reports modest rise in transports, notes rural access challenges

North Memorial representatives gave Hubbard County the ambulance district's fourth-quarter and year-end report during the board meeting.
The presenter reported that North Memorial transported 1,666 patients in 2025 compared with 1,589 in 2024. The service said crews included at least one paramedic 82% of the time. For the fourth quarter, response times across the rural service area were under 10 minutes 57% of the time, under 20 minutes 86% of the time and under 30 minutes 94% of the time.
On staffing and operational questions, the presenter said only about 10% of calls are "truly a life threatening problem" and estimated roughly 3% of calls require paramedic-level care. The county asked whether crews sometimes cannot reach properties due to winter road conditions; North Memorial staff said first responders in many jurisdictions use UTVs, tracked vehicles or plow-capable trucks and sometimes rely on local departments to clear access.
Commissioners also heard that the ambulance district tax rate is 1.81%, or $18 per $100,000 assessed value. The presenter said patient satisfaction scores were strong for 2025 and that North Memorial is switching its survey vendor in 2026 to EMS Survey to obtain better benchmarking data.
The board requested additional tax/assessment information for a specific property and staff agreed to provide that detail at a future meeting. No formal board action altering district policy or funding took place; the report was received for the record.
