Summary
The Regulated Industries Committee approved House Bill 632 to remove conflicting language about occupational-tax exemptions for disabled veterans, align wartime language with U.S. Code, raise a referenced disability threshold to match VA ratings, and streamline verification and probate-court documentation.
The Regulated Industries Committee approved House Bill 632 on a voice vote after members heard a presentation from the bill sponsor and the Georgia Department of Veterans Services.
Mister Kennedy, the bill presenter, said the measure was intended to remove ambiguity in existing law so that every disabled veteran entitled to an occupational-tax exemption receives it uniformly across Georgia. Commissioner Patricia Ross of the Georgia Department of Veterans Services told the committee the bill corrects phrasing that led some probate judges to rule inconsistently and aligns the bill with federal definitions of periods of war.
"The VA does not actually do partial percentages...So we change that to 30," Commissioner Ross said, explaining the change from 25 percent to 30 percent in the bill to match VA rating increments and avoid confusion in eligibility determinations.
Ross also described a streamlined process the department will follow under the bill: the department verifies service and disability, issues a certification veterans take to the probate judge, and that form then serves as documentation for the county tax commissioner to issue the occupational-tax waiver.
Committee members voiced support and urged continued coordination with national VA officials to reduce local-level interpretation differences. A committee member moved that House Bill 632 "do pass"; the motion received a second and the committee approved the bill by voice vote. The transcript does not record a roll-call vote tally.
The bill sponsor and department staff said the change could be implemented immediately upon the governor's signature because it applies to veterans with existing VA disability ratings. The committee also thanked the department for the clarification and moved on to subsequent agenda items.
