The RFP included three service alternatives: "as‑is" (current mix of carts and resident cans/bags), "cart plus" (every household issued carts but retaining flexibility), and "cart only" (automated cart service required).
Council discussed organics collection: the consultant said compost/organics capacity is being included in contracts but full rollouts depend on processing capacity at destination facilities and market readiness. Several council members said they preferred a provider with municipal experience and local presence; one council member thanked Priority for responsiveness during storm events and extra pickups.
No formal award vote was recorded during the meeting; staff and the consultant said the contract document in packets incorporates attorney feedback and is close to final, and that council could take action at a later meeting.
