Staff explained CBD‑2’s differences from CBD‑1 (setbacks, impervious‑cover allowances, permitted uses) and reviewed drainage/site-development controls to protect adjacent properties; council approved the rezoning 7‑0.
Council members asked detailed questions about inspection scope, project timeline and drainage review; staff identified Erin Story as the project manager for the community center and reiterated site‑development review for rezoning would address drainage impacts.
